Integrated Fire Pump Station for CLOU Energy Storage
640 m³ Fire Water Storage | Fire Hydrant & Fire Monitor Systems | Integrated Above-Ground Pump Station
Project Profile
Location: Batam City, Riau Islands, Indonesia
Application: Energy Storage Facility Fire Protection
Effective Capacity: 640m³
Core Solution: Integrated Above-Ground Fire Pump Station
Integrated fire pump station for CLOU Energy Storage in Batam, Indonesia
“To provide reliable fire protection for a large-scale energy storage facility on a resource-limited island in Indonesia, LeAqua delivered a 640 m³ integrated above-ground fire pump station combining hydrant and fire monitor systems. Despite limited power availability, difficult site conditions, communication barriers, and a demanding schedule, the project was completed within the required timeframe.”
The Challenge
The project was located on a small island where limited infrastructure and restricted access created several challenges beyond conventional fire protection installation.
Limited Local Resources & Difficult Logistics:
As the project site was located on a remote island, local construction resources and material supplies were limited. Once construction began, replacing missing materials or purchasing additional components locally could take considerable time and potentially affect the schedule.
To reduce this risk, LeAqua planned the logistics in advance and transported additional quantities of key materials, components, and installation supplies to the site as contingency stock.
Limited Electrical Construction Conditions:
Local electrical conditions were not fully comparable with those normally available at a conventional mainland construction site. This created additional requirements for equipment preparation, installation coordination, and on-site commissioning.
The fire protection system therefore needed to be carefully planned around the actual site conditions rather than relying solely on standard installation assumptions.
Communication Barriers:
Communication between the project team and local personnel was complicated by language differences. Technical instructions, installation coordination, and problem-solving therefore required additional communication and confirmation throughout the construction process.
Harsh Construction Environment & Tight Schedule:
The island’s construction environment was challenging, while the customer’s requirements imposed a tight project schedule. With limited local resources and difficult working conditions, maintaining both construction quality and the required completion date became a key project objective

Our Engineered Solution
LeAqua developed an integrated above-ground fire pump station centered around a 640 m³ effective water storage capacity, combining dedicated fire hydrant and fire monitor systems into one coordinated fire protection solution.
Integrated Above-Ground Fire Pump Station
The integrated station combines water storage, fire pumps, pressure maintenance pumps, and associated fire protection equipment within a unified above-ground system.
This configuration provides a centralized solution for the energy storage facility while simplifying system coordination and reducing the need for multiple independent fire protection installations.
Fire Hydrant Pump System
The indoor fire hydrant system is equipped with a one diesel + one electric pump configuration to provide operational redundancy and reliable firefighting capability.
Indoor Fire Hydrant Pumps: 1 diesel + 1 electric
Flow Rate: 25 L/s
Head: 75 m
The system also includes electric pressure maintenance pumps in a one-duty + one-standby configuration:
This arrangement helps maintain system pressure during standby conditions while providing redundancy for continuous operation.
Fire Monitor Pump System
For higher-flow fire protection requirements, the station incorporates a dedicated fire monitor system using a one diesel + one electric pump configuration.
Fire Monitor Pumps: 1 diesel + 1 electric
Flow Rate: 60 L/s
Head: 85 m
The fire monitor system is supported by electric pressure maintenance pumps configured as one duty + one standby:
Fire Monitor Pressure Maintenance Pumps: 1 duty + 1 standby
Flow Rate: 1 L/s
Head: 105 m
The combination of hydrant and fire monitor systems provides the facility with different levels of firefighting water delivery according to the required protection scenario.
Proactive Material & Logistics Planning
Because the project was located on a small island with limited access to local supplies, LeAqua increased the quantity of key materials and components shipped to the site in advance.
Rather than depending on emergency local procurement, the project team prepared additional spare quantities before construction began. This reduced the risk of material shortages becoming critical schedule delays and allowed installation to continue even when local replenishment was difficult.
Adaptation to Local Construction Conditions
LeAqua’s engineering team adapted installation and commissioning procedures to the site’s actual electrical and construction conditions.
At the same time, additional coordination was carried out with local personnel to overcome language-related communication difficulties. Technical instructions and key installation requirements were repeatedly confirmed to ensure that construction quality remained consistent throughout the project.
Project Impact
Despite limited island resources, restricted electrical conditions, communication barriers, harsh construction conditions, and a demanding schedule, the CLOU Energy Storage fire protection project was successfully completed within the required timeframe.
640 m³ Fire Water Capacity: Provided substantial dedicated water storage capacity for the energy storage facility.
Integrated Fire Protection: Combined hydrant and fire monitor systems within one above-ground integrated fire pump station.
Redundant Pump Configuration: Diesel-electric main pump arrangements and duty-standby pressure maintenance pumps improved system reliability.
Reduced Logistics Risk: Additional materials and components were prepared and transported in advance to minimize the impact of limited local resources.
Adapted to Site Conditions: Engineering and commissioning procedures were adjusted to accommodate local electrical and construction limitations.
On-Time Project Delivery: Successfully overcame difficult working conditions, communication barriers, and resource constraints while meeting the customer’s required completion deadline.
